Ebix Health User Group

The Ebix Health User Group (EHUG) provides a forum for the free exchange of ideas to assist users in maximizing the value and productivity of their LuminX and FACTS application. The purposes and objectives of our group are:

  • To establish a forum for LuminX and FACTS users to share knowledge and ideas about the Ebix Health system
  • To inform all users about the status of Ebix Health activities, new features and enhancements
  • To relate to Ebix Health any common problems, concerns and suggestions brought forth by users
  • To facilitate the sharing of information between users
  • To promote the further application of LuminX and FACTS among users and non-users
  • To support enhancements that will improve LuminX and FACTS

The primary methods of accomplishing these goals are the annual conference, the EHUG Shared Enhancement Process and the SharePoint site.

The user group community has a strong tradition of mutual support that has proven to be invaluable for all concerned. EHUG members recognize that cooperation around shared needs and principals is essential to their success, even though we are often competitors.

A volunteer executive committee — elected from the membership at large — governs the Group. One voting member of the Committee is an Ebix Health staff member appointed by Ebix Health. Each member company is eligible to cast one vote if they are in attendance at the annual business meeting. The executive committee welcomes the input of all members and encourages individuals to seek election to the committee.

Although the user group was officially incorporated in 2003, our traditions reach back to the late 1980s and early 1990s, when the need to bring LuminX and FACTS users together was recognized, and dedicated volunteer leaders brought the first groups together. As we evolve to meet the changing demands of LuminX and FACTS users, we strive to embody the energetic and cooperative spirit of the early leadership.

We remain committed to making sure that substance and value are the hallmarks of the user group, and are always ready to welcome new members.

Franklin earned a bachelor’s degree in business management from the University of Oklahoma. He joined Mutual of Omaha in 1984 and held sales management and claims management positions. Franklin joined the TPA operation of C.L. Frates and Company in 1999. In July 2009, he was named CEO of the C. L. Frates TPA operations. In May 2014, RMJP Equity, Inc., with Franklin as president, purchased the TPA operations of C. L. Frates. His wife, Tracy, is a high school special education teacher in Oklahoma City. They have three sons ages 19, 15 and 14.

Miessler has been associated with Benefit Management, Inc. (BMI) since the company’s inception in 1995. Serving in multiple roles throughout the company, she oversees multiple areas of operations, including claims, customer service, plan building, stop loss, and all new client and vendor integrations. BMI has been on the LuminX platform since 2005 and provides customized health benefits administration to self-funded companies, association plans and state high-risk pools. BMI is nationally recognized as an industry leader in the administration of state high-risk pools.

Automated Benefit Services, Inc. (ABS)

Sciuto began her career in the TPA Industry over 35 years ago and has managed all areas of operations and client management. She began her career at ABS, a TPA located in Sterling Heights, MI 12 years ago as director of operations, and has been an integral part of aligning the company for growth as well as streamlining workflow processes. Currently she has executive level oversight in client retention, implementation of new clients, and liaison between the clients and department managers. Her many years of operational experience allows her to work with clients and internal departments to assure the requirements and needs of the clients are fulfilled. She has extensive knowledge in regulatory and compliance issues.

Wayerski has over 25 years of experience in self-funding administration. She began her career with HealthCare Solutions Group, Inc. in 1999. She has led in many roles throughout the company. Over the past 15 years, she has managed the claim operations, which includes customer service, claims processing, quality assurance, flex administration, stop loss, plan build, short-term disability administration and all other claim support functions. She also serves on the PHX Council for Operational Excellence and is actively involved in SPBA, SIIA and HCAA. HealthCare Solutions Group Inc. is an employee-owned company.

Consolidated Health Plans (CHP)

LaCombe joined CHP in 2016, a Springfield, MA-based Berkshire Hathaway company, to provide leadership for their Information Technology (IT) function. Prior to joining CHP, he held IT leadership positions at ProHealth Physicians and Health New England, where he was responsible for IT strategy, systems development, data center operations and information security, for all internal and external systems. He began his career at Andersen Consulting where he worked with numerous clients, across industries, on systems integration projects. He earned both his bachelor of science degree in chemical engineering and master of business administration degree from Rensselaer Polytechnic Institute. He has been a member of the Massachusetts Health Data Consortium’s CIO Forum and an executive leader for the regional branch of the American Heart Association. He enjoys many fitness activities, especially cycling and running.

Mountain has more than 40 years of industry experience ranging from software design, development and support of applications from healthcare benefits, ERISA plan management, local government software products and a vast array of custom created business applications. He began his career with an entrepreneurial effort that he maintained over a 25-year span before joining the Ebix Health team in 2002. His tenure at Ebix Health has involved not only management of the LuminX product development efforts, but also creating implementation guidelines and strategies, setting up and implementing project management philosophies, and working together with the Ebix Health management team to prepare for the support of new product offerings and additional target client arenas. During his 14 years with Ebix Health, Mountain has enjoyed working with many of the organization’s clients (and vendor partners) to maximize the benefits that LuminX (and now EbixEnterprise) bring to the table.

ACS Benefit Services, LLC

As vice president of medical claims for ACS Benefit Services, LLC (ACS) Norman leads a team of professionals dedicated to providing customers with high tech and high touch service. She has worked in the operational side of employee benefits for over 30 years and has focused her energy on the self-insured market for almost 28 of those years. That base of experience has provided her with comprehensive problem resolution skills, employee and member relationship management insights, staff mentoring capabilities and general problem solving know how. Norman oversees multiple disciplines within ACS including, but not limited to, all aspects of the claim adjudication and fulfillment process, customer service, plan building, short-term disability processes, stop-loss reporting and claims filing and the ACS’ clinical utilization review team. She serves with other senior leaders at ACS to provide cross departmental support for tasks such as ID card production, plan document creation, systems support of LuminX and other vendor relationships.
